The City of Orlando has issued a new request for proposals (RFP) for the Homeless Prevention and Rapid Re-Housing Program (HPRP). Please contact the City directly as indicated below with any questions pertaining to their RFP.
PUBLIC NOTICE OF REQUESTS FOR PROPOSALS (RFP) for the City of Orlando Homelessness Prevention and Rapid Re-Housing Program (HPRP)
On March 8, 2009 the City of Orlando Housing and Community Development Department issued a Request for Proposals (RFP) for the United States Department of Housing & Urban Development (HUD) Emergency Shelter Grants (ESG) with an application deadline of 12 p.m. noon on April 8, 2009.
During that time period HUD redefined a portion of the program as the Homelessness Prevention Fund and issued new regulations expanding the program. Please see: http://www.hud.gov/recovery/homeless-prevention.cfm
The Homelessness Prevention Fund/Homelessness Prevention and Rapid Re-Housing Program (HPRP) will provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
Due to these changes, the Housing and Community Development Department has decided that it is in the best interest of the communities affected to re-issue the RFP specifically for the HPRP portion.
The amount available for HPRP projects is $835,582.

The HPRP RFP will remain open for 15 business days through Wednesday, May 6, 2009 at 12 p.m. noon. Interested agencies are advised to read the new regulations available at: http://www.hud.gov/recovery/hrp-notice.pdf
FOR AGENCIES WHO SUBMITTED ESG PROPOSALS FOR HOMELESS PREVENTION ACTIVITIES: Agencies who submitted proposals for this funding during the first round are not required to submit new proposals unless they would like to change them, in light of the new regulations that are available from HUD. Only an addendum to the existing proposals will be required for changes. A Technical Assistance Conference will be held on Thursday, April 23, 2009 from 10 am to 11 am in the Agenda Conference Room on the second floor of City Hall, 400 S. Orange Ave., Orlando, FL.
Proposals are due NO LATER THAN 12:00 PM (noon) on Wednesday, May 6, 2009 and should be hand delivered to:
