			<content:encoded><![CDATA[<p>The Department of Children &amp; Families has issued a request for proposals for statewide Emergency Shelter Grant (ESG) funding.</p>
<p>Applicants statewide may apply for the State of Florida allocation, including those from formula communities that receive an ESG award directly from HUD. However, priority funding consideration for 2008 will be given to eligible applicants from non-formula communities upon which the state’s grant amount is based.</p>
<p>Application deadline is May 22, 2009, 3:30pm.</p>

			<content:encoded><![CDATA[<p>We have received several calls recently with the same theme: What are the objectives of the Continuum of Care?</p>
<p>It seems the City of Orlando has asked Emergency Shelter Grant (ESG) applicants to demonstrate how their agency&#8217;s ESG project outcomes relate to the CoC&#8217;s objectives.</p>
<p>In the 2008 CoC application for Supportive Housing Program (SHP) funding, HUD established five national objectives to end chronic homelessness and move families and individuals to permanent housing:<span id="more-100"></span></p>
<ol>
<li>Create new PH beds for chronically homeless persons</li>
<li>Increase percentage of homeless persons staying in PH over 6 months to at least 71.5%</li>
<li>Increase percentage of homeless persons moving from TH to PH to at least 63.5%</li>
<li>Increase the percentage of homeless persons employed at exit to at least 19%</li>
<li>Decrease the number of homeless households with children</li>
</ol>
<p>The first objective is about each CoC creating new permanent housing beds for the chronically homeless, supporting HUD’s priority to end chronic homelessness.</p>
<p>The percentages listed in objectives 2, 3, and 4 are based on national averages and our CoC aims for these targets as a minimum. HUD expects all CoCs to be meeting or exceeding these standards and will continue to increase them over time.  The annual increases aim to ensure that CoCs continue to serve those homeless populations that are the hardest-to-serve.</p>
<p>The last objective, to decrease the number of homeless households with children, was new in 2008.  </p>
