<p>Permitted uses: acquisition, new construction for housing units or the rehabilitation of existing, unoccupied housing units for homeless persons</p>
<p>Ineligible uses: purchase of land, furnishing or personal property, off-site utility systems, project design, impact fees; common kitchen or dining facilities, offices or program areas will only be funded if these costs are incidental to the cost of building residential units.</p>
<p>Restrictions:</p>
<ul>
<li>Lien restricting use of the property for TEN years for occupancy by the homeless</li>
<li>Project must be completed by July 31, 2011</li>

<blockquote><p>&#8220;As expected, we have received an enormous number of applications for rent or mortgage assistance since July 6. By July 15, a total of 2,893 applications had been received and assigned for reviews of eligibility. We estimate that between July 6 and July 27, over 5,600 applications have been received. Our funds can only assist approximately 4,000 of those applicants. Therefore, be advised that applications received after Friday, August 7, are not likely to be assisted.</p>
<p>Any applications received after the above date will only be reviewed for approval if we have enough money left over from approving the first batch of cases. Otherwise, the applications will be denied for lack of funds. We will mail a letter to each applicant telling them that we are unable to help. We will also suggest that they check locally for funds.</p>
<p>The Office does not want to create any false expectations that EFAHP aid will be available to help a family seeking aid after August 7, 2009. The current economic situation has caused many more households to apply than ever before.</p>

			<content:encoded><![CDATA[<p>Many people have been asking what&#8217;s happening with HUD&#8217;s funding for 2009 and when HSN will start accepting applications for new projects.  Today, HUD held a webcast to review last year&#8217;s competition and also talk a little bit about this year&#8217;s competition.</p>
<p>Because HUD&#8217;s budget approval by Congress came late this year, we&#8217;re behind where we hoped to be as far as the Notice of Funding Availability (NOFA) is concerned.  The NOFA tells us how much money Congress has allocated nationwide for the Supportive Housing Program (SHP) through which we apply for funding every year.  Once we have that, we&#8217;ll know how much we&#8217;ll make available to the CoC for new project applications.  The best estimate HUD could give us for the release of the NOFA is &#8220;early summer&#8221;. They also expect the the actual CoC application that we submit to HUD would be due after Labor Day.</p>
<p>That means HSN would be accepting applications for new project sometime between those two milestones.  Once we have more information from HUD, we&#8217;ll have a workshop to explain the application process.  In the meantime, we recommend that all potential applications become familiar with HUD&#8217;s Supportive Housing Program (SHP). We recommend reviewing the SHP Desk Guide which explains in great detail the types of projects that they will fund, what you can and can&#8217;t do with the funding, and what your obligations will be if you are awarded an SHP grant.</p>
