HSN Awarded $3.6 Million in Funding

HUD announced today that it has awarded to Homeless Services Network more than $3.6 million dollars in funding for Supportive Housing Program and Shelter Plus Care Program projects. This funding will allow HSN’s currently operating programs to continue their good work throughout the City of Orlando and Orange, Osceola, and Seminole Counties. HSN’s application for the funding of new projects is still pending HUD’s review process.

HSN is offering two technical assistance workshops that will address the application process for this RFP. All prospective applicants must attend one of the following workshops:

Wednesday, September 30, 2009, 8:30 – 10:00 a.m.
Friday, October 2, 2009, 8:30 – 10:00 a.m.

The workshops will be held at the Heart of Florida United Way, 1940 Traylor Boulevard, Orlando, FL 32804.

2009 CoC New SHP Funding RFP

HSN has given applicants for new Supportive Housing Program (SHP) funding an extra week to prepare their grant submissions for new funding in the 2009 Continuum of Care Application.

Mandatory workshops were held September 8, 2009 at 2:30 p.m. and September 11, 2009 at 2:30 p.m.

Notification by potential applicants to HSN: September 15, 2009

Proposal deadline: originally October 5, 2009, now revised to October 12, 2009.

Proposal review complete by independent HSN Advisory Committee: originally October 14, 2009, now revised to October 21, 2009.

Results announced: October 23, 2009.

Technical review for submission in 2009 HSN Continuum of Care application: October 26-30, 2009.

Deadline for submission of the 2009 CoC application to HUD: November 9, 2009.

2009 CoC Request For Proposals

The Homeless Services Network of Central Florida is soliciting proposals for new projects for the agency’s 2009 Continuum of Care application to the U. S. Department of Housing and Urban Development (HUD). Approximately $1 million in new funding may be awarded through this process. In order to ensure that HSN’s application is competitive with HUD national goals, projects will be given priority:

Permanent supportive housing projects that utilize Neighborhood Stabilization Program (NSP) acquired property
Projects which request 25% or less of the total project budget in supportive services (client-related services)
Projects which document HPRP, CDBG, and/or ESG funding as leveraging or where program design reflects integration with these funding streams.

Local Continuum of Care priorities include:

Permanent supportive housing for chronically homeless individuals
Transitional housing for homeless households with children.
Implementation of homeless prevention center operations to serve an underserved area of the Continuum of Care

Eligible Applicants: Any unit of government or organization with a 501 (c) (3) in Orange, Seminole, or Osceola Counties may submit a proposal to provide SHP eligible services to people experiencing homelessness.

Notification Requirements: All applicants are urged to notify HSN of their intent to respond to this RFP by sending an email to rfp {at} hsncfl(.)org by September 15, 2009.

Application Submission Deadline: Monday, October 5, 2009 at 5:00 p.m.

2009 Continuum of Care RFP Workshops

The Homeless Services Network 2009 Continuum of Care RFP Workshop schedule has been changed.

The meeting scheduled for September 3, 2009, at 8:30 has been canceled due to lack of meeting space.

The meeting scheduled for September 8, 2009, will be held at 2:30 p.m. at the Heart of Florida United Way, 1940 Traylor Boulevard, Orlando, FL.

An additional RFP workshop is scheduled for Friday, September 11, at 2:30 p.m. at the same location.

Due to technical problems, the RFP will be posted on HSN’s website on Friday, September 4, 2009. The closing date for applications will be October 5, 2009.

2009 CoC Competition

Many people have been asking what’s happening with HUD’s funding for 2009 and when HSN will start accepting applications for new projects. Today, HUD held a webcast to review last year’s competition and also talk a little bit about this year’s competition.

Because HUD’s budget approval by Congress came late this year, we’re behind where we hoped to be as far as the Notice of Funding Availability (NOFA) is concerned. The NOFA tells us how much money Congress has allocated nationwide for the Supportive Housing Program (SHP) through which we apply for funding every year. Once we have that, we’ll know how much we’ll make available to the CoC for new project applications. The best estimate HUD could give us for the release of the NOFA is “early summer”. They also expect the the actual CoC application that we submit to HUD would be due after Labor Day.

That means HSN would be accepting applications for new project sometime between those two milestones. Once we have more information from HUD, we’ll have a workshop to explain the application process. In the meantime, we recommend that all potential applications become familiar with HUD’s Supportive Housing Program (SHP). We recommend reviewing the SHP Desk Guide which explains in great detail the types of projects that they will fund, what you can and can’t do with the funding, and what your obligations will be if you are awarded an SHP grant.

New SHP Project Numbering System

Announced at HUD’s Post-Award Training in Jacksonville last week, HUD has a new method for generating SHP project numbers.

[ST] + [PIN] + [P] + [FO] + [C#] + [Y#] + [SQ] = 15-character project number

[ST] = State code (2 letters)
[PIN] = Project Identification Number, unique to each state (4 digits)
[P] = Project code: B for SHP, C for S+C
[FO] = Field office correspondence code (1 digit + 1 letter)
[C#] = CoC number (2 digits)
[Y#] = Year of funding (2 digits)
[SQ] = Sequence number: new projects are 0, renewals are 1 for this year and will increase by 1 every year (2 digits)

So where the grant number for the Covenant House Florida Supportive Services grant for Case Managed Outreach last year was FL29B707019 the renewal project number is FL0090B4H070801.

$5.8 Million Awarded To Homeless Services Network

HUD announced Thursday that $74,181,525 has been awarded in grants to over three hundred local homeless programs throughout Florida. Locally, nearly $5.8 million dollars is coming to homeless programs in the Orlando/Orange, Osceola, Seminole Counties Continuum of Care. This includes funding for a Rapid Re-Housing Demonstration Grant, one of only 23 such grants awarded nationally.
