Rapid Rehousing for Youth 

In our community housing for youth is provided through two interventions, the first is Rapid Rehousing for Youth or RRH-Y and the second is the Rights of Passage Apartment Living (ROPAL) Transitional Housing program. All housing programs for transitional aged youth are made available throughout the tri-county area (Orange, Osceola and Seminole counties). 

The goals for rapid rehousing are to help participants get housing, keep housing and increase independence through connections to natural and professional supports.


Rapid Rehousing for Youth or RRH -Y program is offered by the Zebra Coalition. RRH-Y serves youth (defined as less than 25 years of age with no children). Youth receive a tailored rent subsidy for up to two years along with comprehensive, wraparound case management and financial assistance.  For more information about Zebra Coalition visit their website at:

Rights of Passage Apartment Living, or ROPAL transitional housing program is offered by Covenant House of Florida. ROPAL offers youth up to two years of independent living in a furnished apartment with supportive case management. They learn to save money and budget to pay rent, utilities, and other necessities. Services are creative and flexible and case managers are trained in best practices such as Housing First, Trauma-Informed Care, and Motivational Interviewing. In this community, we believe that youth are the experts on their own lives and we empower them to direct their services and supports while on their housing journey.
